For many years, the Altiero Spinelli Institute for Federalist Studies has organised a yearly international seminar on the island of Ventotene. This island off the Italian coast, was the place where Altiero Spinelli, author of the Federalist Ventotene Manifesto, was imprisoned during the Second World War. Each year, young Federalists gather here to discuss with leading experts from the European and World Federalist Movement federalist ideas and their application to the European and global context.


 

Topics & Structure of the seminar

Topics for this year's conferences will be:

  • · What future for the nation states and the federal state in Europe?
  • · Peace today in a globalized world
  • · The European Union and the regional unification processes: Africa, Middle East, South America, Asean
  • · Strategies and actions of the federalist organisations to achieve local and global federalism
  • · A European proposal for a new economic and monetary world order
  • · A European plan for the full employment and a sustainable development
  • · 1941-2011: The contribution of the “Ventotene Manifesto” to the political and cultural European life after the second postwar

 

 

Starting with 2007, the traditional structure of the seminar was changed, following the suggestions of previous participants. Each morning will host two to three talks (09.30-11.00), on a general topic. These presentations will be followed by working groups (11.30-13.00). The afternoon session will be devoted to the presentation of the groups' feedback (17.30-18.00) followed by an interactive discussion between the participants and the speakers (18.00-19.30). This way, we want to encourage a more active involvement of all participants into the seminar's works.


PROCEDURE FOR SELECTION OF PARTICIPANTS

The Ventotene International Seminar is open to young participants coming both from European countries and from outside Europe, specifically the Young European Federalists and young members of the World Federalist Movement.

Admission

JEF members:

By June 20th, an ASI Commission will select the JEF participants and will provide the admitted ones with detailed information concerning the procedure for confirmation, the final programme and how to reach Ventotene.

WFM’s youth members:

By June 20th, ASI will be in touch with a responsible of the WFM New York secretariat and/or WFM national sections in charge of the procedure, for the selection of the WFM young participants and will provide the admitted ones with detailed information concerning the procedure for confirmation, the final programme and how to reach Ventotene.



PARTICIPATING CONDITIONS


A) Conditions for international participants

JEF members

Considering that, in the past years, the participation fee was often higher than the travel expenses, starting with 2005, the ASI decided to abolish both the participation fee and the travel reimbursement. The selected participants will receive, without any cost, full board and accommodation from the lunch of August 29 to the lunch of September 3 included.

No travel reimbursement is provided. Booking in large advance, it will be possible to fly to Rome or Naples (the closest airports) at very low costs from many places.

WFM’s Youth members

1) ASI and WFM New York has agreed to send up to 10 WFM youth participants. The selection of participants will respect a fair geographical distribution between applicants.

The selected participants will receive, without any cost, full board and accommodation from the lunch of August 29 to the lunch of September 3 included and a travel reimbursement of 50% of travel costs up to a maximum reimbursement of 400 Euros.

For WFM young members coming from a European country the same participating conditions as for JEF members will be applied.

2) WFM New York and/or WFM’ national sections, with the previous agreement of the ASI, will be able to send, at their own expense, more than 10 participants.


B) Caution money (JEF members and WFM’s Youth)

A caution of 100 € shall be paid in advance by international participants who have been accepted in the seminar in order to confirm their participation, so that the Institute can book the hotel, without risking own funds in case of last-minute withdrawals. The full amount of 100 € will be given back, cash, to each participant at the end of the seminar, provided that s/he will have attended all sessions. Instructions for providing the transfer will be given in the notice of acceptance.

Caution money has to be paid by July 15th

If a participant, after having paid the caution money, can’t attend the Seminar, it will be reimbursed only if he/she informs the ASI before July 31st.


C) Conditions for Italian participants (JEF-Italy)

The conditions for Italians applying for the international seminar are instead the same as those of the national seminar (150 € participation fee and 80% travel reimbursement up to a maximum reimbursement of 70 €). This condition will be implemented even if a JEF-Italy member will temporarily live in a European country.

The participation fee of 150 € has to be paid by July 15th and no caution fee is requested.


D) Working language

English will be the working language for the international seminar.


E) Visa request (all participants)

Some countries apply for a Visa to be admitted at the Seminar. In this case, participants coming from such countries are requested to specify within the deadline for applications if they need a Visa. In this case, the Institute, while providing the admission, will send a Visa request to the Italian Embassy in charge. This is the only service the Institute will provide and the participant will be fully responsible for obtaining the Visa.
